善牧修女會(Good Shepherd Sisters, 也稱為Sisters of Our Lady of Charity of the Good Shepherd）是一個天主教的女修會。除了一般發的貧窮、貞潔、服從、三個誓言之外，善牧修女還必須發第四個誓言，也就是對靈魂的熱忱[拯救靈魂]，特別是婦女和女孩的靈魂救贖：「我願致力轉變墮落的婦女和女孩，她們需要從這個充滿誘惑的世界中，尋求避難所」。

       善牧修女會於1987年， 在台北總主教的邀請下，來台針對雛妓問題提供服務。從我們過去在台灣多年的服務中，善牧修女會已將服務的範圍擴充到許多其他務實的領域，如家庭暴力、性侵、亂倫、犯罪、輟學、人口販運。我們一直以來的服務對象是婦女和兒童， 具體的服務方向是女孩、婦女和兒童的生活狀況，迫切需要療癒和拯救。

       

        我們的服務主要提供給那些遭受暴力、受虐待、被強暴、或被遺棄的。在台灣，我們致力於提供安置照顧及規劃方案和環境，使每個人都可以成長，充分發揮個人的潛力。我們採取的方法是預防性、改造的、和整合性的。我們將觸角延伸到流落街頭的兒童和青少年、以及那些輟學和逃家的，以防止犯罪和性剝削。由於個人的健全與家庭緊密聯繫在一起，我們盡全力在他們生活的家庭及社會背景下，為他們服務。

   The Good Shepherd Sisters (called also Sisters of Our Lady of Charity of the Good Shepherd) are a Roman Catholic religious institute for women. In addition to the standard vows of poverty, chastity, and obedience, the Good Shepherd Sisters take the following fourth vow of zeal for souls [to save souls], particularly of women and girls: “I bind myself to labor for the conversion of fallen women and girls needing refuge from the temptation of the world.”

    The Good Shepherd Sisters came to Taiwan in 1987 at the invitation of the Archbishop of Taipei to address the problem of teen prostitution. During the years of our service, we have expanded our mandate to address in very practical ways many other problem areas such as domestic violence, rape, incest, delinquency, truancy, and human trafficking. We continue to dedicate our services to the welfare of women and children. Our specific orientation is to girls, women and children whose condition in life cries out for healing and salvation.

    Our services are for those who are battered, abused, raped or abandoned. In Taiwan, we are deeply committed to providing residential care and to creating programs and environment where each person can grow and reach his/her full potential. Our approach is preventative, rehabilitative and integrative. We reach out to street children and youths, dropouts and runaways to prevent delinquency and sexual exploitation. Since the well being of the person is intimately linked to that of the family, we strive to serve them in the context of the family and the society in which they live.
